Mr. Barroso is a former President of the European Commission (2004-2014), where he played an influential role in the passage of the Treaty of Lisbon, which proposed climate change legislation, responded to the financial crisis of that time, and incorporated new members into the European Union, which between 2004 and 2014 expanded from 15 to 28 countries. Mr. Barroso also served as Prime Minister of Portugal (2002-2004). On behalf of the EU, he received the Nobel Peace Prize in 2012 and delivered an acceptance speech together with the President of the European Council. More recently, Mr. Barroso in 2016 became Chairman and non-Executive Director of Goldman Sachs International. In 2020 he was appointed Chairman of Gavi, the Vaccine Alliance.
