Born on February 25, 1965, in one of the populous neighborhoods of Asunción. 

 In 1987 she graduated from the Faculty of Chemical Sciences of the U.N.A., with the degree he currently holds: Pharmaceutical Chemistry, standing out not only in his technical specialty but in all the work undertaken, both in the social and political field. 

She did post-graduate studies in several countries. (Argentina, Brazil, Uruguay and others). Affiliated to the Colorado Party on March 24, 1982, more than 35 years affiliated with the Colorado Party, has held positions of relevance in successive elections, passing through all levels of the Party: Member of Mesa; Delegate; Proxy; Political Secretary of the Governing Board; First President of the Central Commission for Colored Women 2004. 

She was elected by more than two thirds of the members of the Governing Board as First Vice President of the Party, assuming in this capacity, on September 16, 2008 the Interim Presidency of the Governing Board of the Colorado Party, Colorado Party. 

In another historical fact, on March 13, 2011 she became the first woman in more than 120 years of the Party’s history to be elected by popular vote as President of the Governing Board of the National Republican Association, Colorado Party. 

She is currently serving her third consecutive term as a National Senator since 2005.
